Cyber Warfare
As open military conflict has heightened so has malicious cyber activity, and while many around the world are aware of the former, the threat of the latter is increasing.
In previous Missives1, we have often referred to the concept of “grey zone” activity – actions of one actor (country, organisation, group, machine etc.) aimed to interfere with another, through indirect means, that can constrain and/ or reduce the effectiveness an official response from the targeted actor. And while this can manifest in various forms – working with criminal elements, misinformation campaigns, pugnacious attempts at intentionally undermining norms and norm-setting – one method has found consistent success: cyberattacks.
And while the alleged news of the last few days – and why we’re raising this now – is likely a positive for many of our readers, the considerations that cyberattacks bring into the equation will only grow and what we already knew remains mostly unanswered.
